The summary in English: The article analyzes the latest legislative changes of 2025-2026 in the field of social support for participants in a special military operation and their impact on the relationship between the fundamental categories of social protection and social security. Based on the analysis of Federal Law No. 439-FZ on social contracts for SMO participants, the law on additional support measures for relatives of deceased participants in a special military operation, the law on the preservation of housing rights with retroactive effect, as well as decrees of the Government of the Russian Federation on indexation and expansion of the circle of recipients of compensation, the emergence of hybrid institutions that do not fit into the traditional dichotomy of insurance and non-insurance forms of social security is revealed. The judicial practice of the Supreme Court of the Russian Federation for 2025-2026 has been studied, which has formed fundamental approaches to recognizing the status of a participant in a special military operation regardless of the organizational and legal form of the formation, the priority of actual family relations over formal kinship, as well as procedural guarantees. It is concluded that the relationship between social protection and social security is being transformed: social protection is expanded through the inclusion of new institutions and procedural guarantees, and social security acquires hybrid forms. Directions for improving legal regulation, including the codification of social legislation and the establishment of federal minimum standards for the social protection of SMO participants, are proposed.
