Аннотация на русском языке: В России малая авиация широко применяется в разных сферах, учитывая ее географические и климатические особенности. Она необходима для развития Арктики, выполнения сельскохозяйственных работ, предупреждения и ликвидации лесных пожаров, предоставления медицинской помощи, решения экологических показателей и многих других задач. Поэтому анализ проблем, связанных с развитием малой авиации, несомненно, актуален. Цель исследования заключается в анализе этих проблем и способах их решения. Для достижения цели были определены социально-экономические и военные задачи, которые решаются с помощью малой авиации, выявлены причины упадка этой сферы в России, рассмотрены задачи программы развития малой и региональной авиации в стране и предложены комплексные меры для восстановления и развития транспортной системы малой авиации.

The summary in English: The scope of application of small aircraft in our country, with its geographical and climatic features, is very large. The use of small aircraft is necessary for the development of the Arctic zone; performing various agricultural works; preventing and extinguishing forest fires; providing urgent medical care; detecting and eliminating crisis natural and man-made situations; monitoring the environment; geological exploration, obtaining weather fore- casts; fighting poachers and solving many other tasks (training in flight skills, sports, tourism, advertising, etc.). There- fore, the relevance of the analysis of problems related to the development of small aircraft is not in doubt. The purpose of this study is to analyze the problems of small aircraft in Russia and possible ways to solve them. To achieve this goal, the article solved the problem: determined a range of socio-economic and military tasks that are performed by using small aircraft; identify the causes of depressive state of small aircraft of the Russian Federation; discussed objec- tives of the Program of development of small and regional aviation in the Russian Federation; the proposed measures for solving the tasks of reconstruction and development of the transportation system small aircraft.
