Аннотация на русском языке: В статье рассматриваются нормативно-правовые основы и практическая организация воспитательной работы с осужденными в учреждениях уголовно-исполнительной системы (на уровне территориальных органов ФСИН России — УФСИН). Анализируются ключевые проблемы правового регулирования и управленческой практики (кадровый дефицит, формализация мероприятий, разрыв «учреждение—освобождение», недостаточная методическая и ресурсная обеспеченность), а также предлагаются пути совершенствования на основе действующего законодательства, концептуальных документов развития УИС и внедрения механизмов пробации.

The summary in English: The article examines the legal and regulatory framework and the practical organization of educational work with convicts in institutions of the penal system (at the level of territorial bodies of the Federal Penitentiary Service of Russia — Federal Penitentiary Service). The article analyzes the key problems of legal regulation and management practices (staff shortages, formalization of activities, the gap between institutions and release, and insufficient methodological and resource support), and proposes ways to improve them based on current legislation, conceptual documents for the development of the penal system, and the implementation of probation mechanisms.
