Аннотация на русском языке: В настоящее время уровень развития социального правового государства во многом определяется степенью соблюдения и защиты прав и свобод несовершеннолетних. В соответствии с Конституцией Российской Федерации права и свободы принадлежат ребенку от рождения и гарантируются государством. Поэтому защита прав детей, предусмотренных Конституцией, постоянное совершенствование правовых основ их гарантий, а также создание условий реализации личности ребенка – выступают целями государственной политики в интересах детей. Сегодня совершенствование государственных институтов, призванных обеспечивать эффективность реализации прав ребенка, возможно лишь в условиях обеспечения устойчивости его правового статуса.

The summary in English: Currently, the level of development of the social rule of law is largely determined by the degree to which the rights and freedoms of minors are respected and protected. According to the Constitution of the Russian Federation, children's rights and freedoms belong to them from birth and are guaranteed by the state. Therefore, protecting children's rights as stipulated by the Constitution, continuously improving the legal framework for their guarantees, and creating conditions for the development of the child's personality are the goals of state policy in the interests of children. Today, improving state institutions designed to ensure the effective implementation of children's rights is only possible if the stability of their legal status is ensured.
