Аннотация на русском языке: Аннотация на русском языке: В статье описаны достоинства и недостатки программно-целевого метода расходования средств бюджетов. Анализируются проблемы, обусловленные активизацией использования программно-целевого метода в условиях современной бюджетной системы в России. Формулируются авторские выводы и предложения по оптимизации реализации программно-целевого подхода в практике бюджетного процесса.

The summary in English: Dignities and lacks of programmatic-having a special purpose method of expense of facilities of budgets are described in the article. The problems conditioned by activation of the use of programmatic-having a special purpose method in the conditions of the modern budgetary system in Russia are analyzed. Authorial conclusions are formulated and suggestion on optimization of realization of programmatic-having a special purpose approach in practice of budgetary process.
